1 Program Administration
1.1 Scope
This program applies to all employees of 3F Construction LLC and, through contract requirements, to subcontractors and lower-tier subcontractors on all projects, including multifamily and commercial construction, value-add apartment renovation, adaptive reuse, and single-family construction and rehabilitation.
1.2 Program Elements

Management leadership and a written safety policy communicated to all workers

Worker participation: hazard reporting, toolbox talks, stop-work authority, and program feedback

Hazard identification and assessment: inspections, job hazard analyses (JHAs), and incident investigation

Hazard prevention and control using the hierarchy of controls (elimination, substitution, engineering, administrative, PPE)

Education and training, including new-hire orientation and OSHA 10/30-hour outreach training

Program evaluation and improvement, reviewed at least annually

Communication and coordination on multiemployer worksites
